Council approves park improvements contract and multi-year facility-use agreements

On Sept. 15 the Belleville City Council approved three Parks and Recreation Board recommendations: a $187,703.10 contract award to Hank’s Excavating and Landscaping Inc. for improvements at Pleasant Hill and Lattimore Park (TIF 3), and two facility-use agreements.
The council approved a facility-use agreement with the Rowdies Rugby Club for use of Latimer Park (1105 Muscular Avenue) and JC Park (750 West H Street) soccer fields at $500 annually from Oct. 1, 2025 through Sept. 30, 2030. The council also approved a facility-use agreement with Belleville District 118 to use school facilities for Parks and Recreation programs in the 2025–26 season.
The motions were presented by the Parks and Recreation Board and approved by roll call. City staff said the contracts and agreements align with TIF 3 improvements and with the department’s seasonal programming.
The work contract will proceed under standard procurement terms and the facility-use agreements establish permitted use, fees and terms for the multi-year seasons described in the motions.
