Council committee issues proclamations for stormwater awareness, First Peoples Day and Arts Month

Summit County committees approved several proclamations recognizing community observances. Stormwater awareness week: Heidi Swindell of the Summit County Engineer’s Office requested the county declare a week in October 2025 as Stormwater Awareness Week to educate residents about stormwater runoff and its effects on infrastructure and water quality. “When people understand the causes and consequences of stormwater runoff, they become part of the solution,” Swindell said. The committee approved the proclamation. North American First Peoples Day: Sam Chestnut of the Littman School spoke in support of a resolution declaring Oct. 6, 2025, as North American First Peoples Day in Summit County and described a long-running partnership with the Northern Cheyenne Nation, including student exchanges and an annual Portage Path walk. Chestnut provided event details and invited council members to meet visiting tribal educators. The committee approved the proclamation. National Arts and Humanities Month: Nicole Mullet of ArtsNow and Francine Parr of the Akron Civic Theater advocated for designating October as National Arts and Humanities Month in Summit County. Parr described the influence of local arts programming on youth development and community vibrancy. The committee approved the proclamation. Each proclamation was moved, seconded and approved by the committee; presenters emphasized education, cultural recognition and community engagement as the reasons for the declarations.
