The Ohio Controlling Board approved a $15 million completion grant to support students who received Choose Ohio First scholarships in fiscal year 2021, Department of Higher Education officials said.
Michael Graham, director of legislative affairs for the Department of Higher Education, told the board the award covers completion costs for FY21 cohorts and that the program operates on five-year grant cycles. “This request is for, to complete students who received Choose Ohio First scholarships in FY21,” Graham said. He said cohorts recruited in academic year 2021–22 complete four-year programs in 2024–25, which fits within the five‑year grant cycle.
Program details: Graham said the FY21 completion grant will allow cohorts that began in later academic years to finish their four‑year programs. When asked whether the scholars are Ohio students, Graham replied that the students are Ohio residents as defined in the Ohio Revised Code.
Board action: The item was approved by the board with no objections. A board member asked for overall spending context and overlap with later cohorts (FY22–FY24), and the department said the request pertains specifically to FY21 but that other grant cycles exist and are tracked separately.
Next steps: The department will use the completion grant to finalize funding for cohorts that began under FY21 and to continue issuing grants to existing eligible students under that line item.
