The Executive Appropriations Committee on Sept. 15 reviewed a Federal/Nonfederal Grants report and recommended acceptance of grants described in the packet. Brad Newbold, budget analyst with the Governor’s Office of Planning and Budget, told the committee the report lists 11 grants totaling $4,600,000 that require committee approval and will require $12,700,000 in state matching funds drawn from existing program funds.
Why it matters: The package requires the committee’s recommendation because state statute requires EAC review for grant awards that carry matching obligations or affect appropriations. The matching requirement will be satisfied by existing program funds rather than new appropriations, Newbold said.
Details: Newbold said eight of the grants are new and three are previously approved grants seeking supplemental spending authority. He also informed the committee that eight federal grants previously approved by the Governor’s Office total $2,400,000 and do not require state matches; one of those is new and seven are supplemental requests. Newbold closed his presentation by asking the committee for a motion recommending acceptance of the set of awards.
Action: A committee member moved to recommend acceptance of the grants as outlined in the Federal Nonfederal Grants Review and Approval report dated 09/15/2025. The committee voted in favor and the motion passed.
What remained open: Newbold did not identify new nonfederal grants in the report. The committee did not request further changes and the vote was a recommendation to the appropriate administrative authority per the statutory review process.
