Court approves engineering contract, extends deadline for juvenile center generator project

Victoria County Commissioners Court on Sept. 15 approved a professional services contract with TLC Engineering Inc. to provide engineering services for a generator installation at the Victoria County Regional Juvenile Justice Center and received notice of a federal grant time-extension to Feb. 1, 2027.
County staff described the project as upgrading the generator’s size and capabilities so the entire juvenile center can be powered during an emergency. The engineering contract was brought to the court as a resolution (No. 2025-079) authorizing the selection of TLC Engineering and authorizing the county judge to execute the professional services contract and related documents.
Staff said procuring engineering services took longer than expected because smaller projects have been less attractive to firms, causing project delays. To accommodate the procurement delay, staff presented an approved time extension for the HMGP DR-4485-0040 grant that moves the project end date to Feb. 1, 2027. The court received the time-extension notice and approved the TLC contract; court members answered “Aye” and the motions carried.
County staff said the next steps are contract execution and coordination with FEMA grant requirements so the generator installation can proceed.
