Victoria County Commissioners Court approved a hiring resolution and authorized a professional services contract with Schultz Squared Architects LLC on Sept. 15 to provide third-party peer review of architectural plans for a FEMA-funded regional emergency operations safe room. The court approved a professional services contract not to exceed $15,000.
Robin and other staff said the peer review is a FEMA-required step to confirm the plans meet FEMA and ICC 500 compliance for safe-room construction. County staff said federal procurement rules under 2 CFR 200.32 (small purchase procedures) were followed; Schultz Squared was the single responsive proposer to the county’s request for quotes. The resolution signed by the court authorizes the county judge or designee to execute the agreement and related documents.
Court discussion noted the complexity of meeting FEMA requirements and thanked staff for shepherding the procurement. A motion to approve the hiring resolution and contract was seconded and the court recorded “Aye”; the judge declared the motion carried.
Staff said the contract and hiring resolution complete the county’s immediate procurement steps for the HMGP safe-room project and allow design review to proceed under FEMA program requirements.
