Council reimposes South Kentucky Avenue assessment role; 58 parcels had prepaid earlier

Sept. 10, 2025 — The Orange City Council adopted Resolution 396‑25 to reimpose the South Kentucky Avenue special assessment role for tax year 2025 and to direct certification of the roll to the Volusia County tax collector.

Finance Director Devlin Moore reminded the council that the Kentucky Avenue assessment area was first established in May 2023 and that 58 parcels — including Country Village — chose to prepay the full assessment in fiscal year 2023; prepaid parcels were removed from this year's assessment roll. Moore said the remaining parcels and their annual rates are listed in Exhibit A to the resolution; staff indicated there were no changes to the roll this year and therefore neither a preliminary rate resolution nor a newspaper ad was required.

Council adopted Resolution 396‑25 by roll call; staff said the assessment roll will be certified to the tax collector and collected on the county tax roll pursuant to adopted procedures.

Staff offered to meet with affected property owners to answer questions about individual assessments and the history of the Kentucky Avenue capital improvements program.
