Sept. 10, 2025 — Orange City Council adopted resolution No. 393‑25 to reimpose a residential solid‑waste service assessment for tax year 2025 and set the annual assessment at $223.91 per unit, up from $198.15.
Finance Director Devlin Moore said the increase is necessary to support services under the city's new solid‑waste agreement with WastePRO, which the council authorized on July 8, 2025. The required notices were included on TRIM mailings and published in the newspaper as required.
During public comment, Alan Bradley (a commercial property owner) said he is not eligible for municipal residential trash collection and questioned paying assessments for services his property does not receive. Council members and staff said the assessment applies to residential parcels as defined in the assessment role and that affected residents should contact staff with parcel‑specific questions.
The council adopted resolution No. 393‑25 by roll call vote. Staff said assessment proceeds will be applied to solid‑waste collection and recovery services and that the role and collection would be coordinated with the Volusia County tax collector as provided by the assessment process.
