Executive Director Whit Plantin explained staff’s rationale: the PPC is authorized by special act and the agency serves both MPO and PPC functions. Plantin said that as discussions of a regional MPO merger proceed, staff want a dedicated government‑relations resource in Tallahassee and locally to safeguard the PPC’s structure and to advise on potential statutory changes. “When you open up a piece of legislation for one thing, it invites all kinds of opportunity to change everything,” Plantin said.
Plantin recommended an RFP with a not‑to‑exceed cap (discussed in the meeting as $50,000 maximum but expected to be lower) and said the procurement would avoid conflicts with MPO lobbying restrictions and preserve the council’s integrity. Board member Brandy Gabbard suggested reinstating a legislative committee to work with a lobbyist. The board moved, seconded and approved issuing the RFP.
