Staff said the original bid was $642,887.15 and the final contract amount was $650,558.17, an overrun of $7,671.02 (about 1.2 percent). The reported reasons were additional sidewalk spot replacements and “scabs” — areas where the milling machine pulled up chunks of existing pavement that required extra material to correct.
Why it matters: The CCMG (paving grant) work is a recurring capital project funded through the town’s CCMG allocation. Finalizing the project with the certificate of substantial completion allows the town to close out retainage and submit required documentation to the grant administrator.
Council discussion: Members asked whether developer-built streets were inspected when originally accepted, whether coring or proof-rolling records exist, and how to avoid repeat overages. Staff described prior proof-roll inspections for some developments and recommended coring or review of town standards when concerns arise. Staff also noted that last year the town was under budget on its portion by about $20,000, which partly offsets the current small overage.
Formal actions: The council approved payment of the retainage invoice in the amount of $65,055.82 and authorized the president to sign the certificate of substantial completion. Separately, the council approved a CCMG repayment invoice (invoice 89554) for $76,010.71 related to 2023 administrative adjustments; that invoice was approved for payment as presented.
Next steps: Staff will file the completion paperwork with the grant administrator, keep records of the final costs, and follow up on recommended inspection practices for future developer-built streets. Council asked staff to consider coring or other verifications before future paving cycles when developers constructed the base layers decades earlier.
