Staff previews short-term rental enforcement tool and flags tourism-improvement district option

During the council's destination report on Sept. 10, staff said they will begin a paid short-term rental monitoring service (described as a govOS service in the meeting) that will identify listings, platform sources and property owners so the county can pursue compliance and begin outreach. Staff said the service will allow the county to see where listings originate and to provide screenshots of public listings when compliance letters are issued. The effort, staff said, will begin shortly after the county's approval to purchase the service and will allow near-immediate reporting of additional collections and compliance findings.
Staff also described preliminary work on a tourism-improvement district (TID), a fee assessed to certain lodging to raise locally controlled funds for destination marketing or improvements. Staff said the TID is at an early investigative stage and would require hotel-ownership buy-in and a separate governance structure; Seminole County and Ybor City were cited as current examples in Florida. Board members requested future briefings and emphasized that a TID would require consultation with hoteliers and legal review.
Staff framed the two initiatives as tools to increase collections, support local businesses and create a more reliable funding stream for marketing and special projects. No formal action was taken at the Sept. 10 meeting; staff said they will present implementation steps and additional data in follow-up reports.
