Members of the Industrial Development Board ad hoc committee discussed Sept. 10 recent state legislation that could expand the board’s financing tools, including the ability to issue infrastructure development bonds through locally authorized industrial development districts. Committee members said the board would need Metro Council to opt in before it could exercise that authority locally.
Speakers described two separate, state-enabled financing authorities discussed in the meeting: the authority for industrial development districts (in which infrastructure bonds could be issued and administered) and separate IDB bond programs already used in other cities. Committee members said similar authorities in Denver and Austin have been paired with local housing and infrastructure goals and that the board could consider how to use fee proceeds or bond proceeds to support programs such as home repair grants and workforce development.
No vote or formal commitment to pursue bond issuance or district formation was taken at the meeting. Committee members asked staff to continue researching the legislation and to report back if and when Metro Council action would be required to opt into district or bond authorities. The committee also discussed coordination points — for example, how any bond or district program would align with the board—s statutory authority and local program priorities such as local hiring and small‑business participation.
The committee voted to approve prior minutes from April 9, 2025, by motion (moved by Mark Wright and seconded by Vice Chair Heston); the minutes were approved with one abstention noted because the member had not attended that prior meeting.
No contracts, ordinances or bond issuances were authorized during the meeting. Staff were directed to monitor state legislative developments and provide updates to the board when additional information or an opt‑in decision by Metro is pending.
