King County committee: no new capital revenue for 2026; use 2025 residuals to finish projects

Roger Fonstock, executive director for IT and building management, told the King County Administration Committee on Sept. 10 that the county will not receive new capital revenue for 2026 and plans to use residual 2025 capital balances to finish projects next year. "...the county would not be providing new revenue for capital," Fonstock said. He described work with the finance department and Kathleen Hopkinson to finalize the capital budget and make adjusting entries to balance revenue and expenses. The committee heard that staff expect the remaining 2025 balances to cover carryover needs: "we believe that there is sufficient money from the residual of 2025 to finish 20 finish 2025 projects in 2026 and to take care of, projects that we think need to happen in 2026," Fonstock said. He added that staff will present a capital plan to the committee shortly and that changes could come before the end of the week as finance finalizes guidance. The executive director also reported that operating budgets for IT, building management and GIS have been adjusted to align with board guidance for the 2026 budget. "We have made all of the changes to the, operating budgets for IT building management and GIS. We believe we're fully, in alignment and agreement with what the board's, requirements and recommendations or guidance were for the '26 budget," Fonstock said. Committee members and staff also referenced work on ARPA-funded projects in the context of the budget discussion. No formal committee action was taken on the capital plan at the Sept. 10 meeting; Fonstock said staff will return with updated budget documents and a revised capital plan once finance completes the required adjustments. Less-critical procedural notes: staff said the county will run year-end projections for the last quarter of 2025, carry identified remainders into 2026 budgets for ongoing projects, and continue coordinating with finance to avoid gaps in funding for projects already under way.
