Council approves narrow plan-development amendment to allow a bank at 873'875 N. Randall Road

The Batavia City Council Committee of the Whole on Sept. 9 approved an amendment to a planned development on North Randall Road to permit a bank tenant and to raise the building-level allowance for non-sales-tax-generating uses from 25% to 30% for the single parcel at 873'875 North Randall Road.
Alderman Beck described the site as an unusual, narrow outlet lot in the Walmart parking area at the corner of Fabian and Randall Road that has been vacant for about 10 years and measures roughly 1,500 square feet. The amendment was requested by Monroe Property Group, the property owner, to allow a bank to occupy the space.
Planning staff told the committee the ordinance change would affect only this particular building and not the wider planned development area. Staff also noted the Plan Commission reviewed the proposal on Aug. 20 and unanimously recommended approval.
Action and votes: Alderman Beck moved approval of Ordinance 2025-545 amending the official zoning map and the planned development granted by Ordinance 3-15 for that property; the motion was seconded by Lansing and the motion carried. The committee directed that the change apply only to the specified parcel.
Ending: Staff said the amendment will allow the owner to pursue a bank tenant; any tenant improvements or building permits will follow the city's normal development and permitting processes.
