Residents urge tougher enforcement on red-light runners and unsafe e-bike behavior; city says enforcement operations ongoing

Several residents told the Thousand Oaks City Council on Sept. 9 that they have observed an increase in dangerous driving and unsafe electric-bike behavior and asked for stepped-up enforcement.
David Feldman, a lifelong Thousand Oaks resident, described repeated instances of drivers running red lights, including near deputies, and said he and his wife had near-collisions with newborn family members. "In all my years, I have never felt more at risk of living in the city of Thousand Oaks than I do now," Feldman said during public comment, asking the city to take stronger action.
Remotely, Kinsey Flame asked the council to reinforce existing e-bike laws, ticket jaywalkers and minors without helmets, and impound illegal bikes, saying "We're only one bad day away from attending a teenager's funeral." City Manager Powers and Police Chief (referenced) said the department conducted targeted enforcement operations this summer that included impounding e-bikes and that e-bike enforcement remains an area of focus.
There was no council action taken at the meeting; staff said they would follow up with the speakers and that enforcement priorities remain under police department control and subject to operational constraints.
