Planning commission approves Mesa Del Sol 5 final plat, sends recommendation to council

At a City of Casper Planning and Zoning Commission hearing, commissioners voted to approve the final plat for Mesa Del Sol 5, a 12-acre subdivision that will create 38 lots and three tracts north of the Jordan Drive and Central Drive intersection.
The approval matters because the plat creates new R-4 residential lots sized between about 5,600 and 10,800 square feet and requires engineering studies that must be accepted by the city engineer before any construction permits are issued.
Planning staff told the commission the application proposes to replat Lots 1 and 2 of Mesa Del Sol 4 and portions of Sienna Drive and Casse Grande Drive; the property is zoned R-4, where the minimum lot size is 4,000 square feet. Staff recommended one condition of approval: submission and city-engineer approval of a stormwater drainage study, a utility (water and sewer) study and a preliminary traffic analysis prior to issuance of any construction permit. Staff reported one public comment in favor from 2836 Villa Del Rey Drive and entered six exhibits into the record, including the application, notice mailings and the public-comment letter.
Steve Granger, a surveyor with ECS Engineers who identified himself at the podium, said soil borings have been done and that some lots will require spread footings while others may need caissons. Granger said additional geotechnical analysis will likely be completed either for the subdivision as a whole or on a per-lot basis before construction starts. “They’ve done some work in there, some borings and stuff, and it does appear that there will be a combination of, you know, regular footers, spread footers, hand case hunts in some cases,” Granger said.
Commissioner Halston moved to approve the final plat with the staff-recommended condition; Commissioner Ploczek seconded the motion. With all members present voting aye, the motion carried. Staff told the applicant the file would be forwarded to the city council with a recommendation and that staff would contact the applicant to complete paperwork ahead of the council meeting.
The approval is a recommendation to the City Council; construction cannot begin until the required engineering analyses are completed and accepted by the city engineer and any council action required by state or local procedures is taken.
