The commission ratified the warrants for Aug. 6 and Aug. 20 by roll call and approved the pending contracts and agreements listed on Exhibit 1, after brief discussion by staff and commissioners.
Manager Warren Smith summarized Exhibit 1 items: a catering license application for Mill East Catering (1 Sparks Avenue) with a $1,500 annual business fee; a three‑year renewal with GMS (FBO software) for fuel and operations management (the current contract does not include credit card processing); a Waterworks of Nantucket contract to install an 11‑zone irrigation system at the employee housing site (10 Nobadeer Farm Road); a 5‑Star Airport Alliance emergency baggage belt contract; and landlord waiver agreements related to Rockland Trust financing and related parties. Staff noted the irrigation contractor would begin work as soon as possible to allow grass germination this fall.
Commissioner Muscaren asked whether the irrigation work had been omitted from the original design and whether the OPM/architect should bear responsibility. Staff said they would research plan documents and the contract record to confirm whether irrigation was specified; commissioners agreed that, given the germination timing, delaying the contract might forfeit a planting window and voted to proceed with a stipulation that, if documentation showed the irrigation was part of the original construction contract, the airport would seek reimbursement from the contractor or OPM.
Commissioners also clarified that the GMS contract being approved at this meeting covers software only and does not include credit card processing. Staff said they had reached out to the vendor to ask separate pricing for card processing if the airport wants to add that function in the future. The motions to approve the Exhibit 1 contracts passed by roll call.
