Given the grant timing and the project’s complexity, the staff recommended keeping the geothermal filtration/treatment project separate: the treatment design can proceed using local funding or remediation appropriations and would include designing a climate‑controlled housing structure for treatment equipment and an allowance for future tie‑ins to other remediation wells.
Commissioners asked staff to develop a task order for the geothermal filtration/treatment design and to prepare a task order for terminal optimization design so the commission can submit a draft CIP and, if the federal NOFO emerges as expected, move quickly to produce biddable documents. The commission also agreed the terminal scope should be modular (menu of options) so that individual items can advance with or without federal funding.
