Board approves resolution to form Utah Lake Authority youth council

The Utah Lake Authority board on Aug. 6 approved a resolution authorizing the creation of a youth council that will engage high-school students in leadership, service projects and lake-focused education. Kelly O'Day (events) explained the proposed program model and said the authority is working with the Utah State University Extension’s youth-council framework. She said the initial intent is to recruit students from cities bordering the lake, emphasize service projects in students’ home communities and provide leadership development tied to ecology and recreation. Kelly described the youth-council logistics staff discussed with USU Extension: a recommended council size (staff suggested starting with 12 members), meeting cadence and a small scholarship fund that accrues to participating students (USU Extension guidance includes modest scholarship steps tied to participation). She told the board the authority expects program costs in the first year to be modest—roughly $1,000 to $2,000—for registration, materials and limited travel; staff said they will begin with a small, pilot cohort and absorb costs within existing budgets if possible. Board members discussed whether to accept students already serving on city youth councils or to recruit broadly across lake-area high schools; staff said the authority will aim to be flexible and to avoid overcommitting students who already juggle multiple obligations. The resolution to form a youth council was moved and seconded; the board approved it by voice vote.
