Council creates scheduled public-comment session prior to second monthly meeting

The Lynn City Council voted Sept. 9 to establish a recurring public-comment period scheduled 15 minutes before the council’s second monthly meeting. The first session is set for Sept. 23 at 5:15 p.m.
Under the approved rules, the first five people who sign up through a new online platform on the city website will be allowed to speak; each speaker will be limited to three minutes. Translators will be provided for those who request them. The council’s announcement said the sign-up sheet and a full set of procedures would be posted the week following the vote.
The council clarified that the public comment period is for residents to address general topics and that question-and-answer exchanges directed at individual councilors or municipal staff are not permitted during the three-minute remarks. The council said it is establishing the session to provide a predictable and accessible forum for residents to present views and opinions directly to the body.
Councilors voted to approve the pilot procedure and asked that staff publish the sign-up and rules promptly. The motion passed by recorded vote.
