The Southborough Conservation Commission approved the restoration plan for a stream at 250 Turnpike Road on Sept. 11 under an enforcement order, subject to a short list of final plan clarifications requested by peer reviewers.
Staff said Lucas Environmental reviewed the most recent plan and found that outstanding comments had been resolved except for a few minor notes that should be added to the construction plan. The commission directed that the plan include Lucas’s requested notation and that the applicant provide evidence that a Clean Water Act §401 water quality certification is not required prior to the start of work.
A representative for the property owner said the team anticipated plan approval and will proceed with the required restoration work once staff confirms the requested note is included. Commissioners voted to approve the plan conditioned on inclusion of the noted detail and verification regarding §401 requirements; work cannot begin until staff confirms those items are in place.
The commission also required submission of final plan sheets and typical as‑built documentation after restoration, and staff will monitor implementation in coordination with the peer reviewer.
The approved plan allows the applicant to move ahead with restoration once the two final items are submitted and verified by commission staff.
