Council approves multiple transfers and grant acceptances including $8.8 million Title I and funding for municipal energy advocate

The Ways and Means Committee on Sept. 9 approved numerous transfer orders and certified grants covering municipal and school programs.
Certified funds approved by vote included $249,434 to fund the Green Communities competitive grant program and $235,170 from National Grid to fund a municipal energy advocate position. The council approved multiple school grants, including $8,802,201 for Title I programs and $5,201,769 for special-education (SPED IDEA) funding for FY26. The committee also approved several targeted grants to the school department for early-college support, LVTI building-trades equipment upgrades ($385,000), and multiple summer-program and CTE grants.
Public-safety appropriations included $200,000 to the police department for cameras, drones, citation printers and wayfinding signage, and $22,433.56 for the fire department’s FY26 9-1-1 training grant and an $80,114.40 FY26 9-1-1 training grant for the police department.
Each transfer was presented and approved by roll-call vote; committee members recorded unanimous or majority approvals as listed on the meeting record. The council also accepted two gifts under Mass. Gen. Laws chapter 44, section 53A — a $5,000 gift from Apple Studios for use of a GE Field parking lot during filming and a $3,400 in-kind gift from A. Meridia Tree Service and Masonry for retaining-wall repair on the Floating Bridge.
Several members of the council asked clarifying questions during roll calls; no items were tabled and votes were recorded individually in the meeting minutes.
