The Public Property and Parks Committee discussed and approved requests for proposals Sept. 9 for the sale of three city-owned properties acquired by tax title: 78 Rockdale Avenue, 34A Essex Street and 2 State Street.
Attorney LaManna told the committee 78 Rockdale came into the city’s possession via tax title and is assessed at over $500,000; back taxes exceed that assessment but recent case law allows the city to retain tax revenues owed before returning any excess. He said an RFP could return the single-family home to the tax rolls and potentially generate substantial revenue for the general fund.
Attorney O’Manna (presenting the Essex Street item) said the house at 34A Essex Street is in very poor condition — the property has “a tree growing through the roof,” neighbors have complained about rats, and the structure is likely a demolition candidate rather than a practical rehab. Back taxes on that parcel are about $45,000; interested parties reportedly include a local church and Habitat for Humanity.
The committee also considered 2 State Street, a property earlier acquired by eminent domain to house a welcome center and municipal uses; city staff said the purchase price being recouped reflects prior acquisition cost plus improvements. Staff said purchase discussions and suitors have expressed interest.
Council discussion noted the tax-taking process can be lengthy, including a right of redemption for owners in some cases and Land Court delays. Motions to approve RFPs for each property were made and seconded; recorded roll-call votes show approval by the committee members present.
No disposition was finalized at the meeting beyond authorizing the RFPs; the committee’s action initiates a competitive sale process and returns the matters to staff for solicitation.
