The Board of County Commissioners on Sept. 9 adopted an ordinance amending Chapter 53 (Code Enforcement) of the Seminole County Code of Ordinances. The changes standardize rules and procedures for the Code Enforcement Board and the Special Magistrate, delegate certain authority to the county manager, return the lien reduction process to the Special Magistrate, revise the citation process and update penalty provisions.
Deputy County Manager Trisha Johnson summarized the package as the first set of code changes following an internal review that began in April 2024. She said staff will return Sept. 23 to present recommended updates to other chapters and the administrative code and that the new Code Enforcement Division will officially launch Oct. 1.
Staff described one statutory limitation on civil citations: Jennifer Nix, assistant county attorney, confirmed that civil citations are capped by state statute at $500 per violation; staff noted the ordinance’s civil citation language reflects that statutory cap. County staff also noted that the revised ordinance removes the prior recommended fines table and aligns processes between the two enforcement tracks (citation and formal hearing).
Commissioners praised staff work and moved to adopt the ordinance. The motion passed unanimously.
