Board approves special‑exception amendment allowing cigar lounge expansion at State Road 426 and Via Loma

The Board of County Commissioners on Sept. 9 approved an amendment to an existing special exception to allow a cigar lounge at the northwest corner of State Road 426 and Via Loma Drive to expand into an adjacent unit and continue on‑premise beer and wine service accessory to tobacco product sales.
Hillary Peyton of Planning and Development told commissioners the establishment had previously operated under a special exception approved Oct. 25, 2010, and that the current owners expanded the interior from roughly 1,350 square feet to about 2,500 square feet and now seat 25 patrons. Staff found the expansion meets the Land Development Code’s special‑exception criteria and confirmed the business meets separation requirements from churches and schools.
The applicant, Ryan Labar, said he purchased the business two years ago and discovered the previous owner had removed an interior wall before a renewal/transfer of the beer and wine license; he sought to regularize the expansion through the special‑exception amendment. Planning and Zoning recommended approval at its Aug. 6 meeting.
Commissioner DeLorey moved to approve the amended special exception as conditioned in the development order; the motion passed unanimously.
