Conservation commission forms trails subcommittee, names Paulina to advisory group

The Needham Conservation Commission on Sept. 11 agreed to form an ad hoc trails subcommittee to coordinate Conservation Commission input with the town's Trails Advisory Group and appointed Paulina as the commission’s representative to the advisory group.

Tim, staff liaison for trails, told the commission: "a vendor has been fully approved to install wooden posts at trail intersections and minor entrances, at Ridge Hill and the town forest this fall." He said a town purchase order has been issued and that the Trails Advisory Group will next work on signage and volunteer programs; the subcommittee will support those efforts by doing site walks, recommending sign locations and performing other legwork.

Commissioners discussed open-meeting-law implications for ad hoc committees and agreed the proposed trails subcommittee could operate under the commission's procedural rules. Fred asked whether forming a subcommittee would eliminate restrictions from the Open Meeting Law for informal communication; Tim confirmed that a formally noticed subcommittee with an appropriate quorum and agenda addresses those concerns.

Members discussed participation levels and timelines. Several commissioners volunteered for subcommittee work and Fred asked to ensure that at least one commission member remain on the main Trails Advisory Group; the commission nominated and voted to appoint Paulina as its Trails Advisory Group representative. Roll-call votes recorded a unanimous aye for the appointment.

With the vendor in place (Premier Fence), staff said they will coordinate schedule and field work for wooden post installation before ground freeze and follow up on sign design and fabrication during the winter.
