The Needham Conservation Commission on Sept. 11 approved an Order of Conditions for work at 64 Winfield Street after the applicant agreed to mitigation plantings, stormwater controls and permanent demarcation of the restored area.
Nicole Hayes, a professional wetland scientist with Goddard Consulting, reviewed the proposal and told the commission: "the whole site is within the riverfront area... there's going to be, a total of 764 square feet of impact within the riverfront area. And we are proposing a more than 2 to 1 mitigation planting... 1,580 square feet of restoration." Hayes said all proposed work is in existing lawn, that no trees will be removed, and that roof runoff from the addition and patio will be collected and routed into a drainage system.
Commission staff reviewed the stormwater plans and suggested minor revisions; staff recommended the project complies with town stormwater regulations as revised. The commission required permanent demarcation along the mitigation area. The applicant's representative proposed clustered boulders and plaques as an alternative to granite bounds. The applicant said the plaques would be "flat, circular... about this size. And they say conservation area, pretty much no disturb." Staff confirmed plaques can be purchased through the town and that five permanent markers are required.
Deb Crossley told the commission that the updated plan must be filed in hard copy and that the signed stormwater management system operations and maintenance (O&M) plan should be recorded with the other Order of Conditions materials at the registry of deeds. Crossley also said the planting area must be maintained in perpetuity and that planting monitoring will start when the applicant notifies staff that the plantings are in place; the required monitoring period is two years.
After staff final revisions were included, the commission moved to approve the Order of Conditions for 64 Winfield Street; roll-call votes recorded Clary, Bill, Sue, Fred, Helena, Reid and the chair voting aye.
The order includes: the recorded Order of Conditions together with the signed stormwater O&M plan; a planting and restoration area of roughly 1,580 sq. ft. with two years of monitoring; no tree removal without separate permitting; and five permanent markers or a commission-approved alternative (the commission accepted clustered boulders and plaques as proposed, subject to final plan notes). Staff will notify the applicant when signature sheets are ready.
