Hampstead council adopts annexation resolution for 1730 North Main Street

The Hampstead Town Council voted to adopt Annexation Resolution 46, annexing a 9,424-square-foot parcel at 1730 North Main Street into the town. Council members cast unanimous assent in a roll call vote during the council’s regular September meeting. The property owner, who bought the parcel from Fannie Mae in February, seeks to connect to the town water system, town staff told the council. “Property owner would like to connect the town of water, and that requires annexing into the town. All costs associated with bringing water service from the main to the residence is the responsibility of the property owner,” Town Manager Jim Rolle said. Rolle also said the property is served by a private septic system and that will remain unchanged. The annexation packet was introduced to the council in July and was forwarded for review to Carroll County government and the Maryland Department of Planning. Rolle said both the county commissioners (approval on Aug. 21) and the Maryland Department of Planning reviewed and approved the annexation; copies of those approvals were included in the council’s meeting packet. Under the resolution as adopted, the annexation will take effect 45 days after adoption — Oct. 24 — unless a petition for referendum is filed during that period, Rolle said. The town manager also told the council the owner requested that the parcel be designated a legal nonconforming property in a “restricted” zoning district; Rolle said the town’s current land-use designation for that location is restricted to industrial and that the parcel is bordered by industrial uses on two sides and Main Street on the east. There were no public comments during the public hearing on the annexation. The council moved, seconded and approved the resolution by roll call. Council members who recorded votes in favor were Council Member Barrett, Council Member Painter, Council Member Thomas, Council Member Oglesby and Council Member Zelman.
