Council approves surplus of impounded vehicles; manager to provide several months of impound revenue data

Council approved the surplus and auction of impounded vehicles on Oct. 14 and asked staff for additional data on the impound lot’s fiscal performance. City Manager Andrew Butterfield said staff is compiling historical sales and revenue figures and plans to present a rolling, multi‑month spreadsheet showing items sold, revenue realized and net gains or losses.
Staff told council that certain categories of impounded property—especially electric scooters—often sell for little at auction and can result in a net loss after towing and administrative costs. Butterfield said staff will produce a six‑month rolling average and an itemized report (June–December) to show which disposal methods yield revenue and which generate losses. He also described an intent to clean out long‑stored vehicles in the lot by Jan. 1.
Council approved forwarding five vehicles to auction through a local auction vendor, and asked staff to return later with alternative disposal options and a cost/benefit analysis for recovering or eliminating certain low‑value items.
The motion to surplus the vehicles passed on a voice vote.
