The Kokomo City Planning Commission voted Sept. 9 to recommend rezoning at 1105 East Markland Avenue from C-1 general commercial to R-5 urban residential (case P23Z25) so owners Charles and Maesa Dunlap can restore the property’s single-family residential status.
Charles and Maesa Dunlap told the commission they bought the house for a family member displaced by tornadoes in St. Louis and plan to renovate it for residential use. Staff reported the structure has existed as a residence for some time and that R-5 allows residential structures in the district. Adjoining parcels include commercial zoning to the north, east and west and R-5 to the south; the comprehensive plan maps the area as general commercial.
Staff noted the area is a minor arterial with a traffic count of 13,990 vehicles per day. After questions about access and confirmation that no new driveway to Markland was proposed, the commission voted to forward a favorable recommendation to the Common Council. Final approval depends on council action.
