City to submit 2024 CAPER to HUD after board recommendation from CDAC

Sarah Delozier, the city's grant writer, presented the Community Development Block Grant (CDBG) Consolidated Annual Performance and Evaluation Report (CAPER) for program year 2024, covering July 1, 2024 through June 30, 2025. As an entitlement community, Hot Springs must submit the CAPER within 90 days of the close of its program year; Delozier said the report evaluates how CDBG funds supported housing, neighborhood revitalization, nonprofit services and infrastructure in low- and moderate-income areas.
Delozier said the city directed over half of its CDBG resources to targeted neighborhoods including the Pleasant Street historic district, Crescent, Lafayette, Portland corridors, Park Avenue and Gateway communities and that subrecipients included Habitat for Humanity, OCYFS and the Literacy Council. She said the city approved a substantial amendment to support the Community Resource Center with safety upgrades for emergency-shelter winter operations and that the city met its HUD spend-down requirement for fiscal year 2024.
Delozier reported there are 21 open CDBG projects across multiple years that staff aim to close out and said the city is strengthening subrecipient agreements to include clearer milestones. The CAPER was opened for a 15-day public comment period from Sept. 5 through Sept. 20 and CDAC voted 4-1 to recommend the board approve the CAPER as submitted. Delozier said the full CAPER and the fiscal-year 2024 annual action plan will be included in the board packet for formal consideration.
