City to lease airport land for 5.86-acre solar array; lease payments and savings discussed

Don Roulette, airport director, presented a proposed lease agreement to allow Scenic Hill Solar Company to build a ground-mounted solar facility on 5.86 acres on the west side of Hot Springs Memorial Field Airport. Roulette explained that Federal Aviation Administration review and airport land-use policies require approved, leased use of airport property and that a lease is needed to document approved land use.
Roulette said the proposed lease would have monthly payments of $1,595 for a 25-year term with a 25-year renewal option. He said much of the city's cost would be offset by power savings from the solar system. Director Webb asked for clarification whether the city or the company would pay the lease amount; staff confirmed the city would be leasing the property from the airport fund under the proposed agreement.
Roulette noted FAA-required approvals and airport policy considerations tied to the use of airport land. The item was presented for formal approval at the board's Sept. 16 meeting; no formal action occurred during the agenda review.
