Council approves multimodal grants for Kapows and Lackawanna Avenue streetscape projects

As chair of the Community Development Committee reported, the council ratified a $500,000 multimodal grant application for sidewalk improvements near Kapows Avenue, a route used by many students walking to Scranton High, and a $1,264,658 application for Lackawanna Avenue pedestrian and bicycle improvements, including infrastructure for cyclists and stormwater work. "This area near Scranton High has narrow sidewalks and repeated flooding," a public commenter said, urging support for the Kapows streetscape proposal.
Council members approved both resolutions by roll call. Council members said the Lackawanna Avenue application responds to long-standing pedestrian-safety and stormwater concerns downtown; one council member noted grant funding would help create more secure crosswalks and dedicated bike infrastructure. Officials said the Lackawanna Avenue project also ties into stormwater improvements that the city has prioritized.
Both resolutions were adopted at the meeting; each application will be submitted to PennDOT for consideration. Council did not take final contracting action at the meeting; next steps include grant award decisions from PennDOT and subsequent design and procurement work if the awards are made.
