Village approves contract to inspect stormwater outfalls and DPW facility to meet MS4 requirements

The village authorized a contract on Sept. 11 for services to meet obligations under its Municipal Separate Storm Sewer System (MS4) permit, including illicit-discharge detection and elimination screenings and a Stormwater Pollution Prevention Program (SWIP) inspection of the Department of Public Works facility.
A consultant and village staff explained the work: the MS4 permit requires each municipality to inspect its major outfalls once per permit term (five years), and the Department of Natural Resources expects municipalities to screen roughly 20–25% of major outfalls each permit year. The village has 11 major outfalls; the consultant proposed screening three outfalls this year during a 72-hour dry-weather window and collecting samples for laboratory testing if there is nonstormwater flow.
The consultant estimated the maximum cost for this year’s screening and follow-up testing at $5,450 if sampling is required at the inspected outfalls. The separate SWIP inspection of the village’s Public Works campus — last done in 2016 — would cost $1,750 and include staff training so Public Works can conduct future inspections.
Consultant: "If there's something flowing through it, we collect a sample. We test it for a list of pollutants... There are DNR action limits. And if you're over any of those action limits, you're required to report it to the DNR and follow up the following year," the presenter said.
The combined maximum contract amount cited in the meeting paperwork was $7,200. Commissioners and board members voted to approve the engagement to ensure the village remains compliant with the DNR permit requirements.
