Provo school board members reviewed multiple policy updates and a preliminary official statement tied to bonds for the Tempview project at their Sept. 9 study session. Policy committee leaders walked the board through edits to several policies: clarifications for board vacancies and interim appointments, definitions for meetings and public‑comment procedures, officer duties and an updated board compensation policy that aligns with state code language on allowable reimbursements. Board members requested minor phrasing changes, for example to make clearer that board officers must "uphold the state constitution" when local and state interests appear to conflict. Policy 3,300 (student privacy and non‑discrimination language) generated the strongest reaction. Staff said they removed a clause that would have authorized the superintendent to disclose a student’s transgender status without parent and student consent; several cabinet members told the board the state law imposes constraints the district must follow and that some staff found the resulting policy tension uncomfortable. Board members acknowledged the legal constraints and urged continued attention to student civil‑rights protections within the limits of state law. The board also reviewed a preliminary official statement for bonds the district is issuing to fund the Tempview project. Finance staff explained the schedule: public disclosure materials and the bond rating are being prepared, the sale is anticipated in the weeks ahead, and proceeds would be available in October. Board members reviewed draft tax‑rate language that will be finalized after state tax commissions and market pricing are set, and asked staff to ensure the final official statement reflects updated rate and timing information. No policies were finalized during the session; several items were set for second readings and for public comment ahead of business meeting votes. The bond preliminary official statement was approved as part of the study session consent for later formal approval steps tied to the municipal building authority process.
