The Neighborhood Jobs and Housing Committee approved appropriations, a loan agreement and a payment-in-lieu-of-taxes (PILOT) agreement for the Gateway Apartments affordable housing project and heard questions about the PILOT term and unit mix.
Council members expressed general support for the project’s investment in the Maine and St. Paul area near the convention center. A member asked whether other projects in the immediate area are in the pipeline; staff said the administration would provide a written list of nearby projects.
Council member Gruber asked about the length of the pilot agreement. A staff member said the standard had typically been 30 years but that, “the state has started to require prefer 40 year, and so we have to match their terms.” The staff member added that projects using state funding come with a 40-year affordability term, and the city’s pilot is being aligned to that term.
Council member Smith raised concern about the project’s limited number of family units, noting that only about 14% of units are two-bedroom apartments. Staff agreed to provide a written breakdown of income levels tied to unit bedroom counts.
The committee voted to approve the agreements. Staff said some details requested by council members would be provided in writing.
