Opelika CRA reallocates funds to pay Rose Titus Prayer Garden invoices

The City of Opelika Community Redevelopment Agency on Thursday approved an amendment to its current fiscal-year budget to reallocate money back into the Rose Titus Prayer Garden account so outstanding contractor invoices can be paid. The board voted unanimously to adopt the amendment after the agency’s director said the change was necessary to satisfy the State of Florida oversight review.
The issue arose after the CRA moved remaining Rose Titus funds into a general contractual-services line following work on Rosiders Park earlier this year. Interim Executive Director (Director) told the board the state blocked payment because the invoices referenced Rose Titus and the Rose Titus line read zero. "We still believe that our position is valid. But in order to get these people paid, we're gonna do what the state asked us to do, which is to reallocate that money back from other contractual services to Rose Titus Garden," the Director said.
The amendment also included a $21,000 transfer from the green projects line to legal services. The Director said legal fees rose because of real estate transactions the agency has undertaken this year.
Board members asked clarifying questions about whether the Rose Titus line will return to zero after the invoices are paid; the Director said the new budget year will carry forward balances and reallocation will occur as part of year-start budgeting. No members objected and the Clerk recorded a unanimous roll call vote in favor.
The resolution directs the interim executive director to transmit the amended budget to the State of Florida oversight board, and includes standard language on incorporation of recitals, severability, conflicts, scrivener's errors and an effective date. The board did not revise the agency's overall revenue projection as part of this amendment.
The board did not take additional actions tied specifically to the Garden beyond the reallocation; staff said the item was being handled to enable contractor payments and to comply with the state review.
