School panel approves RFPs for districtwide demographic and facilities condition studies

The Finance Committee on Tuesday approved advertising two requests for proposals to fund a districtwide demographic (enrollment) study and a comprehensive facilities condition study covering elementary and middle schools, district offices, parts of the stadium and grounds. The committee authorized the administration to advertise the RFPs and return results in time to inform the budget process.

The studies, the administration said, are intended to update the district's long-term capital plan by providing a point-in-time assessment of building condition and a 10- to 15-year project staging recommendation. "We would be looking at some structures within the stadium complex," said Miss Hauser, staff member, adding that the study would concentrate largely on middle and elementary schools and certain outbuildings. "This is just approval to go to RFP' to find out how much will it cost."

Committee members said the studies are meant to give the board the information it needs ahead of possible bond discussions and next year's budget. "We are talking about going out for bond again in the next school year," Miss Hauser said, and having updated, districtwide data would help budget and bond decisions.

Why it matters: the district is preparing capital priorities for the next decade. Board members said a single, simultaneous point-in-time assessment across facilities will make staging and funding decisions more reliable than piecemeal reviews.

Board discussion and scope questions focused on whether the study should cover every facility at once or allow bidders to price modular options. "We could write the RFP that way," Miss Hauser said, but she cautioned that piecemeal assessments can miss problems that become critical when projects overlap. Several board members, including Miss McMurtry and Mister Fusco, said they favored a full-district scope to produce a unified capital plan.

Action taken: a motion to advertise both RFPs was made by Mister Casa and seconded by Mister Resch. The committee approved the motion by voice vote.

Background and next steps: committee members asked that the draft RFP scope be available to the Facilities and Operations Committee if they wanted to review it before publication. The administration said it would prepare the RFPs, advertise them, and return with proposals that would include cost estimates and recommended project timing, enabling the board to consider the results during budget deliberations.
