Commissioners continue tax-incentive agreements for Twist and Bob Evans after review

Greene County commissioners voted Sept. 11 to continue tax-incentive agreements for two county projects—Twist and Bob Evans—following a periodic review that found both projects had met or exceeded their capital-expenditure and employment targets.
County economic development staff told the board that both projects have met their performance benchmarks and recommended continuation of the agreements. “Both projects have exceeded their CapEx numbers and their employment numbers. So, the Texas Center Review Council recommends that you continue these agreements,” the staff member said.
The agreements under review include community reinvestment/CRA-style arrangements, enterprise-zone agreements and tax-increment-financing (TIF) arrangements used by the county to support local development. According to the staff presentation, Twist is in its final year under the agreement and Bob Evans has two years remaining.
Commissioners moved and seconded a motion to approve the review council’s recommendations; Commissioner Gould voted aye, and Commissioner Mays voted aye, and the motion passed. The county did not provide additional details in the meeting about the specific financial terms still in effect for each project.
The vote keeps the existing incentive structures in place for the duration previously established; the staff presentation did not propose changes to the agreements’ terms. The record of the review and continuation will remain part of the county’s periodic oversight of incentive-funded projects.
