The People, Parks and Public Works Committee approved appropriations to proceed with Phase 2 of the Rock City Skate Park project but agreed to defer construction of restrooms and concessions to a later phase while staff pursue funding and evaluate adjacent sites.
Council member Mark Gruber raised a concern that removing restrooms and concessions could limit the park’s ability to host larger events. ‘‘I understand that the restroom and concessions have been deferred, and I get that budget limitations are real. ... Does not having restrooms and concessions make that impossible?’’ Gruber asked. Parks staff said they would follow up with a definitive answer but explained the phased approach was chosen to fit current funding and that restrooms and concessions remain a priority for a future construction phase. Staff also said they are examining adjacent property that could provide a more optimal location for facilities.
Gruber recommended outreach to Visit Rochester, which works on sports tourism and event specifications; staff agreed to consult Visit Rochester. Committee members asked for the phasing and site options to be clarified in writing and for information about how the omission affects the park’s ability to host competitive events.
The committee approved the project funding as presented. Staff committed to provide a written follow-up addressing whether the lack of restrooms would preclude national competitions, to share the phasing plan in writing and to report back on discussions with Visit Rochester and potential site alternatives.
