North Miami CRA approves bylaw change raising executive director spending limit to $50,000 after reconsideration

The North Miami Community Redevelopment Agency on Sept. 25 approved an amendment to its bylaws increasing the executive director’s spending authority from $30,000 to $50,000 after a brief procedural dispute and a motion to reconsider.
“This item is only seeking to increase the executive director spending authority to $50,000. No other amendments are being proposed at this time,” the executive director said when the item was introduced. Several board members said they had not been briefed on the change and asked that staff include such items in future briefings and public materials.
Procedural steps were contested before the final vote. A motion to table agenda item 3 to the next meeting was made by Board Member Estimate Irvin and seconded by Vice Chair Timothy; that motion passed 5‑0. Later in the meeting Vice Chair Timothy moved to reconsider the tabled motion; that motion and the subsequent motion to bring item 3 back to the floor were carried 5‑0. The final motion to move (and then approve) the amended bylaws was made by Board Member Estimate Irvin, seconded by Vice Chair Timothy and carried unanimously.
Board members discussed aligning the CRA threshold with the city manager’s administrative threshold and noted that the agency’s standard memo/letterhead formats sometimes list only the chair; a board member asked that future budget and policy narratives show the vice chair as well.
