Staff presented the request to rezone the property from R-6 (single-family residential) to C-1 (commercial). The staff report noted the parcel lies in the Shays Creek watershed and contains Townley and Navoo soils that are considered unsuitable for residential development because of a high water table. Aerials shown to the commission placed the site adjacent to existing commercial uses: a public-storage facility and Lakeshore Plaza/Publix across Lakeshore Boulevard.
Staff described the applicant’s conceptual plan for an approximately 8,000-square-foot building and roughly 12 off-street parking spaces, and estimated the proposed use would generate about 25 trips per day. Staff recommended approval, citing minimal traffic impact as Shannon Winona Road is a major collector (per ALDOT) and the site’s prior demolition of a deteriorated residence.
Applicant Yasmin Shimin (spelled in the record) confirmed she and her contractor intend to build to the conceptual plan presented and that any material change would require return to the commission. The commission moved to recommend the rezoning; the chair called a voice vote and the motion carried.
The recommendation now goes to the Jefferson County Commission for final action.
