Kankakee County approves Paylocity contracts to consolidate COBRA and benefits administration

The Kankakee County Board on Sept. 9 authorized a contract renewal and related agreements with Paylocity to provide COBRA third-party administration, HRA and flexible spending-account services, and timekeeping for county employees. A county staff member explained the county previously received COBRA administration from its insurance company at no charge; after that service ended the county sought vendors and decided to consolidate COBRA, HRA and FSA services with Paylocity, the county’s payroll vendor, to simplify administration and user experience. Anita, the staff presenter, told the board that combining the services and entering a three-year contract will produce a 20% reduction in fees over the contract term. The board moved to combine and approve both contracts, held a roll-call vote, and recorded approval. The contracts include a TPA (third-party administrator) arrangement for COBRA and an investment/contract summary for Paylocity’s services. The staff presentation noted the county expects improved service by using a single software platform for payroll and benefits functions; no changes to employee benefits eligibility or plan design were reported at the meeting.
