School board finds superintendent in compliance on EL‑8, amends governance language for communications and access

The Fairfax County School Board voted Sept. 11 to find Superintendent Dr. Michelle Reid in compliance with Executive Limitation 8 (superintendent's relationship with the board) and approved monitoring materials documenting that determination. The motion to find compliance was moved by Board Member Mr. Frisch, seconded by Dr. Anderson, and carried 11–0–1 (one abstention recorded on the roll call).

In the superintendent's monitoring presentation, Dr. Michelle Reid reviewed evidence of communication practices and new administrative steps to implement board feedback, including weekly news clips, early school-visit schedules for board members and procurement timing changes to avoid heavy summer contracting. Dr. Reid said the division provides weekly briefings and has implemented a division-wide calendar to coordinate events across offices.

Later in the meeting the board considered and approved proposed language changes to Executive Limitation 8 and to Executive Limitation 3 (relationships with families and community). The EL‑8 amendment, moved by Ms. Marron and seconded by Mr. Frisch, clarifies that the superintendent must report noncompliance with board policy and offer remediation options (work plans, staffing support) and must maintain processes for inviting board members to divisionwide events and for requesting interpretation services. The motion passed unanimously as shown on the screen.

The EL‑3 amendment (mover Ms. Marron, second Mr. Frisch) revises language to emphasize relationships with "families and community members" and asks for stronger use of division technology (websites, learning management systems) to boost parent awareness of course and program opportunities. Board members said the changes codify practices already in progress and requested periodic reporting on website and learning-management-system utilization.

Board members asked follow-up questions during the EL‑8 presentation about how the superintendent measures whether board members feel they are receiving needed information, and about tools to ensure equitable access to information across members. Dr. Reid described weekly check-ins with the chair and vice chair and pledged to continue improving transparency and the division-wide calendar. Several board members suggested adding regular updates on regulations when policy changes occur.

What happens next: The approved language will be incorporated into the strategic governance manual and the superintendent's next monitoring report will reflect the amended expectations. Board members requested additional reports and clarified that staff will continue to post updated regulations and utility materials as they are finalized.
