Commissioners asked for clarity on the base assessment and personnel counts; the presenter described a formula used across counties that established a $30,000 minimum base and additional funding tied to youth population to support 4‑H coordination. Commissioners expressed concern about 4‑H participation levels and outreach at the county fair; one commissioner moved to approve the MOA with the additional requirement that administration and extension provide a written six‑month review of program participation after the new coordinator starts. That motion was supported and approved by voice vote.
