LAKE FOREST PARK, Wash. — City staff told the council Sept. 11 that an amendment to the professional‑services agreement for the Beach Drive lift‑station project is needed to add preliminary side‑sewer design work and related survey tasks to the 30% design phase, increasing the contract fee by about $30,000.
Public Works staff said the city owns two Beach Drive lift stations that are past their recommended service life and that early design work revealed unanticipated side‑sewer complications. Staff said the extra work — additional site visits, a deeper review of affected homes’ plumbing, 30%‑level side‑sewer drawings and additional survey — is required now to produce a reliable 30% design for the lift station.
The requested amendment would increase the existing contract with Consor North America Incorporated from about $225,000 to roughly $255,000. Presenter Emily Phillips (Public Works) said the extra scope includes a subconsultant for survey and topographic mapping and clarified that adding this work to 30% is intended to avoid rework at later phases (60%/90%/100%).
Council members asked for more budget detail and a map showing the lift station, side sewers, and affected parcels before taking action. Council member Rolivo specifically asked to “see the overall budget and how this fits together.” Council member Bridal asked whether the extra work was a risk‑management step to avoid redesign later; staff said that is accurate.
The item was listed as action on the agenda, but staff and council agreed it would return as a subsequent council action with requested materials (budget summary and project map) included. No contract amendment was approved during the Sept. 11 meeting.
Staff said the amendment covers preliminary work only; full 60/90/100% design contracts have not yet been awarded and are not part of the current amendment request. Staff also said they held a community meeting with nearby homeowners to discuss potential impacts and that several adjacent property owners attended.
