The Delaware County Drainage Board approved the maintenance claims presented at the Sept. 10 meeting but declined to pay a $19,000 claim for work on Razor Ditch submitted by contractor Arnold and tabled action on that item to allow staff further review.
A board member moved to approve the claims sheet (identified in discussion as 470038533) and the motion passed by roll call. The board then addressed a separate $19,000 invoice from Arnold for Razor Ditch work. The surveyor reported the contractor submitted signed specifications but did not complete several listed items; the surveyor said he had photographic documentation and asked for time to evaluate what portion, if any, should be paid. The board voted to table the payment decision and directed the surveyor to inspect the work, assess compliance with the specifications and return with a recommendation.
Separately, the surveyor explained why a recent log-jam removal project exceeded the department’s $10,000 informal limit for quotes: access and hauling costs increased the expense for clearing and removing debris. The board accepted that explanation and approved payment for that work.
The board also discussed routine maintenance issues in old business: repair efforts on a deteriorated galvanized culvert under a roadway, beaver-dam removal and sinkhole repairs, and plans to solicit quotes to finish derbrushing and reconstruction on Razor Ditch in the Dunkirk area. On Hickory Lane, the surveyor said staff will meet with stormwater, highway and commissioners to explore options, and that televising the relevant line was planned to determine if the county can accept additional flow.
