Chuck Webb, a volunteer associated with the World War II–Korean War memorial project on East Broadway, told the Winchester-Clark County Fiscal Court during public comments that the drive has raised about $255,000 but still needs roughly $20,000–$30,000 to complete construction. Webb asked the court to consider contributing funds through the Community Foundation to finish the memorial.
The request matters because the memorial is near completion and organizers say the remaining shortfall is preventing a planned dedication on Nov. 11. Webb said project expenses to date include about $28,000 for granite markers, $13,000 for two granite plaques, and $16,000 for limestone facing; he said about $11,000 remains in the project bank account.
Webb said the fund-raising effort has multiple revenue streams: brick sales ($100 each; roughly $30,000 in gross sales, net about $24,000), a $100,000 grant from the Kentucky Department of Veterans Affairs that launched the project in 2023, a $10,000 donation from the local school board, and other civic events and donations. He described planned near-term fundraising events including a car show on Oct. 4 and other local activities.
Magistrates and court members discussed budget timing and process. One magistrate said the court typically waits until annual tax revenue replenishes a community fund before disbursing surplus money, and another said there is a process for handling such requests that must be followed; several said they were sympathetic and wanted to find a way to support the project. The court indicated staff would follow the standard application and review process and that any transfer of county funds would have to conform to existing procedures.
No formal appropriation or vote to provide funds to the memorial was recorded at the meeting. Several court members encouraged the organizer to pursue private and foundation sources and noted they would review the application process and timelines before acting.
Organizers said they hope to dedicate the memorial on Nov. 11 if the remaining work and funding can be completed in the next several weeks; Webb said finishing tasks include installing ground markers and setting the walkway.
Webb provided contact information for donations and thanked the court for hearing the request. The court then moved on to other agenda items.
