Resident raises flooding and driving-safety concerns at bottom of North Duke Street

During public comment on Sept. 9, a resident who identified himself as living at 55 North Duke Street said heavy runoff routinely ponds at the bottom of North Duke Street near a three-way stop. The resident reported his yard floods and said vehicles sometimes drive in the center of the road to avoid water, creating possible safety risks.
Council asked for the exact location and the resident clarified the area near the three-way stop and property adjacent to a church. The resident suggested adding a drain at the bottom of the hill to reduce standing water and said nearby construction and tree removal in Winfield could worsen runoff.
Staff did not record an immediate capital work order at the meeting; staff and council acknowledged the complaint and indicated stormwater and drainage issues are on the borough’s capital and maintenance radar as part of broader stormwater infrastructure concerns discussed in the budget preview.
