Council forwards 109 Circle Drive to Lancaster County vacant-property reinvestment program

Millersville’s Public Works Committee voted on Sept. 9 to start the referral process for 109 Circle Drive under the Lancaster County Vacant Property Reinvestment Program. The committee motion, seconded in committee, carried and will be forwarded to borough council for further action.
Phyllis, speaking for Public Works, said the program helps address vacant and blighted properties and that the borough had discussed several candidate addresses in 2024 and 2025 but needs a formal motion and an exact address to proceed. Public Works recommended beginning the process for 109 Circle Drive and distributed the program’s referral form and executive-summary template as guidance for next steps.
Committee members noted the reinvestment program is a long process and that additional properties may be considered in the future. The matter will move to council for formal referral and any required follow-up paperwork.
